I've seen a few of these around town over the past couple days. I don't know who made them and I'm too lazy to look, but I think it's pretty good, especially for a public library. It's witty, cute, and immediately get it's message across in an interesting and slightly sarcastic way, and in contrast to many other reading campaigns, this targets the actual kids and teens instead of the parents. Much better than the sappy crap that usually comes out for "pro reading" campaigns IMO...
