Check out this article. It talks about a problem that has come up in Canada where local officials have restricted access to chemicals that make pure MDMA ( ecstacy), causing drug makers to add different chemicals to their ecstacy pills, which have, in turn, caused a number of deaths...with more regularity than the original drug itself.
The officials see the seizures of the precursor chemicals as a big success, though they fail to share information about deaths caused by the newly used chemicals.
In all, they've traded a popularly used, illegal but safer drug for less predictable, more fatal drug, all in the name of "solving" the original drug problem...seems to me you just traded one problem for another.
