In the search for stolen art in trying times, investigators center in on the Balkan region of Serbia as a hot spot for transporting the stolen goods to a wealthy clientele. They also institute a "grace period" of sorts for work from older thefts, allowing people owning work that is stolen or with doubtful prominence to come forward, while they have refused to cooperate with anyone involved in a crime after 2010. They hope this will encourage the recovery of long lost items and discourage future thefts, as a ransom or reward will not be offered for the work.
There's been discussion about how to deal with stolen art...whether to just pay the ransom or wait to buy the work back, but investigators say that that process can be long drawn out and very expensive. Along with providing money to the very people who carry out the thefts.
