Federal Regulations Cause Hospitals to Toss Scarce Drugs

Due to strict, inaccurate, and confusing regulation, some hospitals are throwing away scarce medicine, despite the life-saving possibilities of the drugs. On the other hand, some hospitals are keeping the medicines on the shelf for the health of needy patients, despite the possibility of sanctions or  fines....what's the problem and what can be done to fix it?
