Many scientists have been pushing for a reinvigoration of the space program now that the shuttle is grounded and we've seen an attempted satellite launch from North Korea. The next big goal is Mars...but should it be? Take a look at two articles, both about the future of the space program, both ending with very different determinations...
I think all the arguments for the ocean are good and valid...but like the second article states, I don't think it needs to be done at the expense of the space program when there are many other institutions capable of carrying out that exploration.
