How Far Do Artist Rights Go?

Richard Serra, reportedly, reworked a piece in a major collection, some saying he threatened to disclaim the work if reworking as he desired was not allowed. Now, if the piece is in the studio, that usually isn't a problem...but when that piece has already been purchased and is included in a major collection some see some major issues arising. Where does the artist's right to their work end and do you think reworkings, such as the one done by Serra, should be noted in the history of artwork or stay between the owner and the artist?
