This piece is about giving someone the tools to do something...and then blaming them, not yourself, when they go ahead and use those very tools to carry out their own plans.
In the piece, the title speaks of giving an alligator hands...and I think most people would understand that, even with the best intentions, an alligator with usable hands could be a very dangerous and a, probably, devastating change to the ecosystem.
Not that anyone is genetically engineering handed-alligators, but this somewhat comical and ridiculous scenario is meant to represent the countless instances of providing various support and supplies to known dangerous groups...It should be just as obvious that this support and supplies could be used for bad...yet we continuously react in a blameless stupor when our best intentions go awry.
